YEREVAN (ARMENPRESS)— Secretary of the Armenian Revolutionary Federation Dashnaktsutyun (ARF-D) Party National Assembly faction, Aghvan Vardanyan, told journalists in Yerevan today that constitutional changes and a transition to a parliamentary system of government is a “logical” move, and something the ARF-D has insisted on for over 20 years.

“The best option for Armenia is to transfer to [a] parliamentary system of government against presidential or semi-presidential ones. Our convictions are based on the immense work done by our party within the last two years [on] the draft document. The new constitution is a huge document [in] which nature and logic coincide with our perceptions. In case of adopting the document, [a] majority voting system will cease to exist for which the opposition has carried out a struggle for dozens of years. This will also foster an increase of opposition roles in state structures,” Vardanyan said.

According to Vardanyan, one of the drawbacks of the current constitution is that it excludes political forces that have gathered, for example, 47% votes from participation in state administration.

“We aim to create such a state where the best solutions can be reached by negotiations and consensus, and the new constitution gives the opposition such levers about which any opposition would dream. In this context I cannot understand what our opponents are not satisfied with. The same opposition members who said ‘No’ to the 2005 constitution, now say ‘Yes’ to it,” Vardanyan said.
