BAKU—Turkey’s Foreign Minister Mevlut Cavusoglu all but confirmed that Turkey is holding the Karabakh conflict resolution process in favor of Azerbaijan as a precondition to Ankara’s implementation of the Armenia-Turkey protocols.
In remarks made in Baku following a meeting with his Iranian and Azerbaijani counterparts, Cavusoglu said that as long Turkey’s conditions are not met, it would be impossible for Ankara to implement the Protocols.
“We wanted to do this on certain terms. The main thing is that Armenia leaves the occupied territories after that we shall normalize our relations,” Cavusoglu was quoted as saying.
He also found fault with Yerevan’s decision to submit the Protocols to Armenia’s Constitutional Court, http://concourt.am/english/decisions/common/pdf/850.pdf saying that Armenia’s high court “removed some important articles from the documents” without elaborating on specific provisions.

Nalbandian’s statement spurred a reactionary statement by the Turkish Foreign Ministry, which accused Nalbandian of distorting facts and misleading the international community.
