Sarsang reservoir resolution hurts Karabakh negotiations

STEPANAKERT (Aravot Daily) — Karabakh President’s spokesman David Babayan is concerned that the report on the Sarsang reservoir will pollute the atmosphere of negotiations.

At the plenary session of the Parliamentary Assembly of the Council of Europe (PACE), the Assembly rejected Robert Walter’s draft report on “Escalation of violence in Nagorno-Karabakh and other occupied territories in Azerbaijani” and adopted the report by rapporteur Milica Marković (Bosnia) on “The inhabitants of bordering regions of Azerbaijan are deliberately deprived of water.” This report addressing the Sarsang reservoir issue is no less dangerous. In particular, there are a number of non-Armenophile formulations here, “The Assembly condemns the occupation of Nagorno-Karabakh and other adjacent territories of Azerbaijan by Armenia.”

Article 7.1 reads, “The Assembly directly demands the withdrawal of the Armenian forces from Nagorno-Karabakh and the surrounding territories.” “Aravot” asked Babayan whether the adoption of such reports will not hamper the settlement of the Nagorno-Karabakh conflict. Babayan replied, “It will not hamper in the sense that this has no significance, but it simply is going to be a piece of paper in the hands of Azerbaijan just for a public relations. But very soon, everyone will understand that this is not a serious document and it does not even have a mandatory use of force. But this document will definitely pollute the atmosphere and will show the true image of Azerbaijan. It will show that that Azerbaijan is not ready for normal dialogue, conflict settlement and it puts the OSCE Minsk Group Co-Chairs into a difficult situation by striking them from the rear. Consequently, how can we rely a hope on such ‘partner’?”

At the PACE plenary session, Marković announced that she wanted to visit Nagorno-Karabakh but the authorities have responded to her that they cannot allow the entry of a structure to Nagorno-Karabakh whose members have not recognized the Nagorno-Karabakh.  Following her statement, Babayan said, “She is lying and that no such a thing has happened. She is dancing a belly dance in front of the Azerbaijani authorities – Aliyev – for the received gratuity. Accordingly, she should say so.”
