YEREVAN (PanARMENIAN.Net)—The former Russian co-chairmen of the OSCE Minsk Group Vladimir Kazimirov during a conference on Karabakh on Wednesday blamed official Baku for the current stalemate in the Nagorno-Karabakh peace process.
Speaking at a conference marking the 20th anniversary of the Russian-Armenian diplomatic relations, Kazimirov presented a report on Karabakh resolution process detailing the action of each side to conflict during the active phases negotiations.
In his report, Kazimirov cited Azerbaijan’s refusal to fulfill the provisions previously reached agreements as the main issue stalling the negotiations.
At the June 24, 2011 meeting in Kazan, the Presidents of Armenia, Azerbaijan and Russia failed to sign an agreement on basic principles of Karabakh conflict settlement. As Armenian Foreign Minister Edward Nalbandian later explained, despite the OSCE Minsk Group co-chairs’ efforts, Azerbaijan was not ready to accept the final version of the basic principles and presented 10 new amendments at the last minute.
Kazimirov also said that Russia would not tolerate the resumption of war in Karabakh.
The retired Russian diplomat said that the OSCE Minsk Group co-chairs (including Russia) must make every effort to prevent a new war in Karabakh. “The mediators must continue with their line of conflict prevention,” the diplomat said.
